In adherence to the WTO Trade Facilitation Agreement (TFA), the United Republic of Tanzania classified and notified Article 7.4 (Risk Management) to the WTO Secretariat as a category C measure. This designation indicates that the country requires additional time, financial resources, and technical assistance for implementation. The original deadline for meeting the implementation requirements for this Article is set to expire on 30 June 2025. Several measures and initiatives have been taken to ensure compliance of this Article, including: • The establishment of a dedicated customs risk management unit whereby among other duties, to identify, analyse and profile customs transaction risks, including the dissemination of risk profiles and alerts in all operational areas, undertake monitoring and evaluation of the profiled and targeted declarations; • The Installation of non-intrusive inspection scanners at Dar Es Salaam, Tanga, Mtwara and Zanzibar Ports, Julius Nyerere International Airport, Kilimanjaro International Airport and Tunduma One stop Border Post. These tools improved selectivity, targeting high risk consignment and speeding up low risk consignment, including AEOs consignments; and • An ongoing effort of procuring 5 cargo scanners, 17 baggage scanners and 5 body scanners for the financial year 2025/2026. In light of current budgetary limitations, additional measures and efforts are still needed, notably the provision of additional scanners and modern technology to adequately equip all major border crossing points and ports for the effective implementation of risk management. Therefore, the Government is requesting a three (3) years extension for the implementation for Article 7.4 of the WTO Trade Facilitation Agreement.

Asistencia requerida para la aplicación There is a need for support to:
• Strengthen the system on sampling procedures and sampling management;
• Establish interconnectivity between the scanner and customs system (TANCIS);
• Secure scanners and other modern technology to equip those borders with no such facilities; and
• Build capacity to the TRA staff and Border Agencies.
