Liberia has successfully implemented Article 7.6 of the Trade Facilitation Agreement. The definitive implementation date notified for Article 7.6 was 22 February 2022. A first National Time Release Study was published in 2022: Additionally, a second National Time Release Study has been conducted at the Freeport of Monrovia in July 2026: Coordinated by the Liberia Revenue Authority under the Liberia National Trade Facilitation Committee and supported by the World Customs Organization's Accelerate Trade Facilitation Programme funded by HMRC (United Kingdom), the study measured an average cargo release time of 12 days, 19 hours, and 42 minutes across the clearance process. The TRS identified key operational bottlenecks, including delays in manifest submission, declaration processing, banking integration, manual procedures and poor inter-agency coordination while also highlighting progress in coordinated inspections and customs modernization. The recommendations provide a roadmap for reforms such as digitization of procedures, enhanced risk management, and improved interagency coordination. This exercise establishes Liberia's baseline for monitoring future improvements and demonstrates its commitment to transparency, evidence-based reform, and full compliance with WTO TFA obligations.
