Shifting between categories B and C
Article 19 of the TFA states that a developing or least-developed Member can shift a measure from category B to category C or from category C to category B by notifying this information to the Trade Facilitation Committee.
In the event that additional time is required to implement a shifted measure, Members can also request an extension of time under Article 17
