Motivo
The extension is requested because of differing opinions between the World Bank (as the donor) and the Liberian authorities, thereby affecting the implementation date of the previously indicated definitive date. However, the agreed plan is to take a phase approach (e.g., upgrading the ASYCUDA system, building the national trade information portal, and automating trade processes) to implement the single window, an initiative that will commence in 2025.

Within the framework of the Liberia Investment, Finance and Trade Project (LIFT-P) the World Bank is supporting Liberia in the development and implementation of a National Single Window (NSW) which is identified as a priority initiative. Technical implementation of the National Single Window is being undertaken through UNCTAD's ASYCUDA Programme. The LIFT-P is being spearheaded by the Ministry of Commerce and Industry (MOCI) and it aims to improve the investment climate, expand sustainable access to finance, and increase the overall efficiency of trade in Liberia. LIFT-P was launched in October 2022 and is expected to run for 5 years. The current phase of implementation covers the integration of three government agencies into the National Single Window. While this represents important progress towards implementation of Article 10.4, additional work remains to ensure the integration of all relevant border regulatory agencies and the full operationalization of the system. To advance implementation of Article 10.4, additional technical assistance and capacity-building support are required to Integrate the remaining border regulatory agencies into the National Single Window platform.

The World Bank Group through the Liberia Investment, Finance and Trade Project provide funds for the operationalization of the National Single Window System for domestic and foreign trade, connecting all government Ministries, Agencies and Commissions involved with trade facilitation.
