Funcionamiento de la ventanilla única
Ukraine hereby notifies the following information pursuant to Article 10.4.3 of the Agreement on Trade Facilitation regarding the operation of the Single Window.
Ukraine launched the Single Window (SW) mechanism for customs and other control authorities in 2016. The State Customs Service subsequently developed and operates the unified state information web portal "Single Window for International Trade".
The SW mechanism provides, inter alia:
• harmonized and integrated operational rules;
• reliable user identification and authentication;
• coordination by customs authorities of relevant competent authorities during official control procedures;
• electronic exchange of permit documents and related data with customs authorities.
The SW ensures coordinated interaction between customs and other state authorities in conducting non-customs forms of state control, including phytosanitary, veterinary and food safety inspections, and enables the use of electronic permit documents issued by state authorities and certified with a qualified electronic signature through automated information exchange with the information systems of other authorized bodies.
The SW consists of two parts: public and private.
The public part provides registers and reference information on tariff and non-tariff regulation by product code according to the Ukrainian Classification of Goods for Foreign Economic Activity, data on customs duty payments, current-year quota balances. It also enables users to verify customs clearance of vehicles by VIN code, calculate customs duties for passenger cars, check certificates of origin (EUR.1 / EUR-MED) and track the status of customs declarations.
The private part offers additional services accessible through a qualified electronic signature or the Bank ID system of the National Bank of Ukraine.
For businesses it provides comprehensive electronic services, including:
• exchange of documents and information on the movement of goods and commercial vehicles as well as requests for fund balances on the Single Treasury Account;
• real-time notifications on the status of customs declarations and decisions adopted by control authorities;
• submission and tracking of applications for authorizations, permits and binding tariff information decisions.
It also enables automated access to customs declarations via API interface, submission and monitoring of electronic loading orders, integration of guarantor information with the Guarantee Management System and management of advance accounts, refunds and payments of duties through the Single Treasury Account or QR code.
Services for citizens include tracking and customs clearance of international postal and express shipments, submission of electronic declarations (form M-16), payment of customs duties, self-declaration and self-payment of customs duties for imported vehicles, and other related services.
