Extension of implementation dates	Request received 6 September 2026 Original definitive date 31 December 2026 New date requested 30 June 2028 Agreed date Reason Belize requests an extension until 30 June 2028 to complete the implementation of Article 7.1 (Pre-Arrival Processing). While the Customs & Excise Department has demonstrated commitment by deploying ASYCUDA World and its risk management and selectivity modules, full compliance requires modernization of the Customs Act and Excise Act to align with the Revised Kyoto Convention and adapted CARICOM legislation. This legislative reform process is ongoing and complex, as provisions must be tailored to Belize’s domestic context. In addition, resource and capacity constraints – including the need for advanced inspection technologies, inter agency coordination, and training in risk-based processing – necessitate a phased approach to ensure that pre-arrival processing balances trade facilitation with effective customs control. The requested extension will provide the necessary time to finalize legislation, strengthen institutional capacity, and embed modernized procedures sustainably. Assistance required for implementation	1. Upgrade agencies to full electronic systems for connectivity to ASYCUDA WORLD. Revision of current systems, updating existing systems and creation of new systems (Single-window approach). 2. BAHA need financial and technical assistance to implement an information system for the entire organisation. This would then address both import and export procedures and facilitate recall mechanism when necessary. Training of personnel required in this aspect. Progress reported	10 March 2023 — G/TFA/N/BLZ/4 Currently no development partner has been identified. Belize requires assistance and support in upgrading and incorporating other agencies (including Shipping Agents, BAHA, the Port Authority, BELTRAIDE, Forest Department, Department of the Environment, Ministry of Finance, and Central Bank) to a full electronic system suitable to connect to the ASYCUDA World System. This process will entail a revision of the current systems, updating existing ones and creation of new systems (Single-window approach). Belize appreciates any opportunity from development partners for the relevant officials to participate in capacity development and training activities on Pre-Arrival Processing.
