Reason
In accordance with the resolutions of the National Trade Facilitation Committee, the implementation of this measure requires the conduct of a comprehensive national Time Release Study, which constitutes a key prerequisite for compliance.
The Government of Rwanda wishes to inform the Secretariat that the necessary resources to undertake the study have not yet been secured, notwithstanding ongoing efforts to mobilize support from partners.
In this context, and in accordance with the provisions governing Category C measures, Rwanda respectfully requests an extension of the implementation period for Article 7.6 by an additional three years, to allow completion of resource mobilization and execution of the study.

Rwanda has conducted three consecutive Time Release Studies (TRS) in 2007, 2010 and 2014. Rwanda presented the need for Time release study to ITC to be financed under European Union MARK UP project phase II.In addition, Rwanda presented to the UNCTAD the pending activities of C category implementation that requires Assistance and Support for Capacity Building Required for Implementation. |
