- Adaptación de la reglamentación nacional a las normas y buenas prácticas internacionales. - Revisión del marco jurídico. - Realización de evaluaciones comparativas para determinar las mejores prácticas de gestión del riesgo. - Establecimiento de una infraestructura adecuada para la gestión del riesgo en la frontera. - Suministro de las herramientas necesarias para la gestión del riesgo (escáneres de detección de drogas, detectores de explosivos, cámaras, máquinas de rayos x, kits de identificación de drogas, aparatos de seguridad, perros rastreadores adaptados al trópico, vehículos operacionales, lanchas patrulleras marinas y otro equipo moderno de detección y búsqueda). - Fomento de la capacidad de los especialistas en materia de gestión del riesgo. - Creación de un equipo transfronterizo de gestión del riesgo. - Sensibilización de todas las partes interesadas nacionales competentes en materia de gestión del riesgo. |

22 febrero 2021 — G/TFA/N/MDG/3In September 2019, the African Development Bank (AfDB) carried out a mission to define the strategic direction and detailed activities of the trade facilitation component of the project to develop corridors and trade facilitation. This mission was an opportunity to consult with the NTFC as part of the implementation of the Trade Facilitation Agreement at the national level. Following these consultations, introducing the strategic direction of the component and identifying the priority activities on the NTFC road map, the modernization of customs systems is one of the strategic priorities set for execution of the component.The customs administration will therefore need to build capacities risk management. The AfDB provides technical assistance in training and support for customs risk analysis and management and gap analysis. This technical assistance relates to the following areas: -Gap analysis of customs risk management -Training of customs officials in customs risk analysis -Designing a data warehouse for risk-based customs control -Econometric modelling and exploration of Big Data - Introduction of automatic and dynamic selectivity, based on econometric models of risk analysis, integrated into ASYCUDA -Identifying information technology equipment requirements Assistance from development partners is thus required for the acquisition of computer equipment and materials from the gap analysis study. |
