Reason
Trinidad and Tobago has secured the necessary technical assistance as a requirement for implementation through a Time Release Study Project collaboration with the International Development Bank (IDB) and the World Customs Organisation (WCO). However, the timeline required to complete the necessary Time Release Study goes beyond the previously notified definitive date for implementation. Therefore, additional time is required to enable the completion of this project to implement obligations related to Average Release Times.

The technical assistance notified as a requirement for implementation support has not been secured. Additionally, the restructuring of the Customs & Excise Division, which is the regulatory authority has not yet been completed as anticipated.
