Strengthening the Agriculture and Agri-Food Value Chain and Improving trade policy in Iraq. The project includes one component (out of four) specifically dedictaed to improving Iraq's trade policy in view of a potential future WTO accession. Accession to the WTO is a trade priority for Iraq in supporting its economic development and integration into the global trading system. However, the negotiation process towards WTO membership, together with the domestic reform process, requires not only the dedicated role of the Iraq Government decision-makers, but also the attention and commitment of the private sector and society as a whole. In other accessions, stakeholder confidence, especially among the private sector, has proven to be a necessary ingredient for governments to negotiate and conclude their bids for WTO membership. Result 3. National Single Window systems requirements defined and guidelines prepared

The project will support on-going efforts in Fiji, Papua New Guinea, Timor-Leste and Vanuatu to establish Single Windows (SW) systems and will work closely with Samoa, Tonga and Solomon Islands to create pathways for SW establishment as a precursor to rollout across the region;

TRF seeks to provide a flexible and innovative mechanism for countries to implement key national priorities on trade and economic development where they converge with existing regional commitments. National level projects financed by the TRF Programme primarily focus on the areas of trade facilitation, addressing technical and non-technical barriers to trade, and industrial development. Other activities supported by the TRF Programme include those that support the implementation of the European Partnership Agreement (EPA), primarily where it intersects with the SADC Protocol on Trade. The TRF Programme promotes awareness raising around EPA among private sector players in SADC-EPA countries. The support provided at national and regional level to boost regional integration has not yet achieved the desired outcomes. Regional trading, beside South Africa, and Zambia to a lesser extent, has recorded progresses, but it remains low. The most promising achievements of the Trade Related Facility regional program (i.e. the rules of origins electronic certificate system and the import-export permit system - IMEX, operationalised in March 2021, allowing traders to obtain their permit electronically) have not been effective so far, as the goal of these systems is to enable a full service of the national single window that remains a challenging issue at the moment.
